Lu Qingguo stated that against the background of China's comprehensive construction of a moderately prosperous society, rapid economic and social development, increased people's health awareness, and national encouragement to promote economic internal circulation, the development of the health food industry has ushered in great opportunities. On the one hand, it can improve market circulation, on the other hand, it can also increase employment. In addition, health food embodies the research achievements of food nutrition science, is the carrier of important scientific and technological research achievements such as new raw materials, new processes, and new forms in the food industry, and is also an important means to solve the "three rural" problems, improve industrial added value, and help farmers become rich.


However, compared to the rapidly growing demand in the health food market, the current policy supervision appears to be lagging behind. Specifically, the review and approval cycle for health food is long, policies and measures are lacking, and enterprises are difficult to anticipate and dare not invest in product research and development. If policy regulation cannot effectively support the development of the industry, China's health food market will be occupied by foreign brands.


Therefore, Lu Qingguo suggested that China should vigorously develop the nutritional and health food industry, support local enterprises to accelerate development, promote enterprises and research and development institutions to develop characteristic nutritional and health food based on the characteristics of Chinese people, and promote the establishment of more national brands. It is necessary to explore comprehensive management of functional claims of food and health food, and establish a classification and hierarchical management system; Vigorously develop standardization construction; Explore the establishment of an integrated working mechanism for the acceptance, review, and approval of health food registration; Encourage innovation and guide the development of new functions, new raw materials, and new dosage forms of health food; Rationalize and clarify the requirements and channels for the use of new raw materials in registered health food, encourage the research and use of new raw materials, and formulate corresponding review requirements.
